In 2016, the Ministry of Environmental Protection and the Ministry of Industry and Information Technology jointly issued the "Notice on Implementing National V Vehicle Emission Standard" (2016 No. 4), and the announcement pointed out the clear schedule for the sub-regional implementation of National V Emission Standard. According to the announcement requirements, from July 1st, 2017, all the nationwide manufacturing, imported, selling and registered heavy-duty diesel vehicles (total quantity of 3.5 mt or more) should meet the requirements of National V Emission Standard.
Since January 1st, 2018, all manufacturing, imported, selling and registered light-duty diesel vehicles must also meet National V Emission Standard.
According to the plan, all parts of China will continue to complete the work of gasoline quality upgrading to National V Standard. At present, the deadline of National V Standard for heavy-duty diesel vehicles has been reached, and some areas have already introduced relevant regulations to actively follow up the work. However, heavy-duty diesel vehicles’ market share is large, so when implementing National V Standard, some provinces will make timetable adjustments based on the actual situation of the city, such as Guangzhou and Urumqi issuing relevant statements.
Guangzhou City: Two stages for different types of diesel vehicles to implement National V Emission Standard
On May 20th, Guangzhou Municipal Environmental Protection Bureau, Municipal Committee, Municipal Public Security Bureau, Municipal Public Security Bureau jointly issued "Notice on Diesel Vehicle Implementing National V Vehicle Air Pollutant Emission Standard (draft)", which proposed since July 1st, 2017 and January 1st, 2018 there are two stages for different types of diesel vehicles to implement National V Emission Standard. The first stage, since July 1st, 2017, the heavy-duty diesel vehicles and light-duty diesel passenger cars registered in Guangzhou City or transferred to Guangzhou City should implement the National V Emission Standard. The second stage, since January 1st, 2018, except passenger cars the light-duty diesel vehicle registered in the city or transferred to the city should implement the National V Emission Standard.
Urumqi: All diesel vehicles must meet the National V Emission Standard.
On March 30th, the Urumqi government issued and implemented the "Urumqi Regional Atmospheric Environment Prevention and Governance Work Implementation Plan", and it planned to implement National V Emission Standard for diesel vehicles since July 1st. By then, all manufacturing, imported, selling and registered diesel vehicles and the diesel vehicle transferred from the other regions must meet National V Emission Standard, if not it wouldn’t get the vehicle licenses. It also pointed out that Urumqi would classify the road access area for heavy, medium, light and micro-freight vehicles and freight vehicles would be strictly controlled in the forbidding areas.
In addition, the other provinces and cities that have been published notices are strictly in accordance with the provisions of the state to promote the process.
On June 8th, 2017, China Vehicle Technology Service Center issued the 297th batch of notice to revoke part of the heavy-duty diesel vehicles with National IV Standard and it informed all automobile manufacturers that since July 1st, 2017, all manufacturing, imported, selling and registered diesel vehicles must meet national standards and planned to revoke part of the heavy-duty diesel vehicles with National IV Standard with the proposed revocation of heavy-duty diesel vehicle products list of more than 20,000 models. This means that since July 1st heavy-duty diesel vehicles with National IV Standard will be stopped getting the vehicle licenses.
In recent years in order to improve the quality of the atmospheric environment, the state actively promotes the upgrading of oil products quality to reduce motor vehicle exhaust pollution. In accordance with the national plan, the notice requires since January 1st, 2018, the national comprehensive supply of National V Standard diesel would start and at the same time the common diesel below National V Standard would be stopped selling.
As for the domestic market, the consumption structure of diesel is relatively complex, involving many industries, of which the proportion of transportation and warehousing account for more than 60% ranking the first, and industrial and agriculture, forestry, animal husbandry and fishery account for less than 20%, ranking the second. In recent years, with the rapid development of logistics and transport industry, the number of heavy-duty diesel vehicles in China is growing continuously, and the annual increase in the number of nitrogen oxides and particulate matter emission is amazing. According to the estimates, after the heavy-duty diesel vehicles implementing the National V Emission Standard, the annual particulate matter emission can be reduced by about 50% on the original basis to help the environmental governance.
